On September 30 was held the round table "Public Councils and Executive Agencies: Effective Partnership". Representatives of Regional Councils in Western Ukraine participated in discussions.

The round table was organized by the Department for Civil Society Development and Interaction with Citizens’ Unions, the Secretariat of the Cabinet of Ministers of Ukraine; the organizers of the Ecumenical Social Week and the Parliamentary Development Project for Ukraine II.

 

Participants of the round table were delegates from the Regional Councils in Lviv, Ivano-Frankivsk, Volyn, Ternopil, Transcarpathian, Rivne and Chernivtsi.

In the opening speech Elli Valentine, representative of the Parliamentary Development Project for Ukraine II, stressed: “Today, it is very important that public councils often join the legislative process, in particular through active discussion of future bills”.

For discussion of the work of public councils were invited representatives of the Regional State Administrations, responsible for interaction with public councils. The representatives of the Regional State Administrations in Volyn, Rivne, Ternopil and Chernivtsi talked about successful activity of public councils in these territories. Common problematic items in activity of all public councils, regardless of region, were  highlighted: the lack of facilities and adequate funding for public councils.

Head of the Management Department for Internal Policy and Interaction with Public at the Regional State Administration in Lviv Iryna  Kyzyk, in her speech noted that public councils do not have to decide petty things, but to be the voice of society, its face, although for that, the government should create favorable conditions for effective activity of public councils.

Public councils have to work strategically in all directions – it was the main implication, which was heard as a call throughout the round table "Public Councils and Executive Agencies: Effective Partnership".
